What is MEA AttestationMEA or the Ministry of External Affairs attestation means the attestation issued by the Ministry for the purpose of verification of documents in abroad. MEA attestation is the second phase in embassy attestation process. Before MEA attestation, you have to verify your documents from the respective state authorities. For that, each state has concerned HRD department for attesting educational documents. Non-educational documents are issued by notary. HRD attestation or notary attestation is mandatory for issuing MEA attestation. Embassy attestation cannot be done without MEA certificate attestation.

Types of MEA Attestation
There are two types of MEA attestation. They are:
- Normal Attestation
- Apostille Stamp Attestation
Apostille Stamp Attestation: As per the Hague Convention in 1961, the need of legalization of foreign documents was abolished. MEA attestation is accepted in all hague member countries. India is one of the 105 member countries that accepts apostille attestation.
Normal Attestation: It is the attestation by the Ministry of External Affairs for non-hague countries.
Procedures of MEA Attestation
After the documents are verified and attested by the respective state HRD of each states or the notary, it is forwarded to the Ministry of External Affairs. Here, the ministry verifies your documents and issues the required attestation. After 2012, the MEA attestation is done through certificate attestation agencies.
